Initial Upload

1.Removed Human Buffs for RECRUIT, so RECRUIT can be used for handsoff testing. Using human_ai, switching to other countries will now NOT give human buffs to that country
2.Changed AI Buffs for RECRUIT to match NORMAL - BICE was balance tested on NORMAL, therefore RECRUIT should have same as NORMAL for AI
3.For Each Country in Strength Slider, adding a WEAKEN option
4.Adding 'Countries' in Strength Sliders - The Commonwealth (CAN,SFA,AST,NZL,BURMA), India (RAJ), Axis Minors (HUN,ROM,FIN), Allied Minors (MEX,BRA,IRE)
5.Added a frontend localisation file to add names - Also changed Japan to Empire of Japan
