Made some adjustments to the time cost bands for Endurance:

Middle Compound at a Race Weekend
- HighPerformanceTimeCost reduced from 0.75s, to 0.7s
- MediumPerformanceTimeCost reduced from 1.75s, to 1.65s

Hardest Compound at a Race Weekend
- HighPerformanceTimeCost reduced from 1.5s, to 1.05s
- MediumPerformanceTimeCost reduced from 2s, to 1.8s
- LowPerformanceTimeCost reduced from 2.5s, to 2.4s
