UPDATE

1. Now, Pacifist ethic provide increased Admin Cap, and Libertarian decreases Empire Sprawl. That seems more accurate.

2. Political Pluralism civic now grants approval from every Faction, not just Libertarian.

3. Labour Unions and Syndicalism now also reduce Empire Sprawl from Districts.

4. Hedonist job is now provided by default for Industrial ethic in general, not just for particular Civics.

5. Peaceful Commonwealth civic now provide +1 Medical Worler per level of Capital building.

UPDATE

1. Civics "Shadow Council" and "Cutthroat Politics" have been merged into single civic - "Political Tricckery". They idea of those civics seemed very similar, so, it's better to have one strong civic, than two mediocre.

2. Election terms were changed:

Direct Democracy - 10 years
Indirect Democracy - 20 years
Oligarchy - 30 years
