Fix for addon The Commander's Tablet (cTab)

Requirements: cTab - Commander's Tablet, Community Base addons A3

Description:
This fixes the popup error message introduced with ArmA 3 1.60.
Values used are the ones found on the BI-forums found by spyderblack723 so all the credits go to him. I just pbo'd them.

- Updated fn_drawHook.sqf to fix the incorrect distance shown when measuring with the arrow.
- Value is now also shown in meters instead of kilometers.

Probably not, however I and my teammates do not have this problem. What other modes do you use? When does the problem occur?

No it doesn't. In my opinion, the author of cTab addon never wanted it to work this way.

Does this also fix it so the markers placed with Ctab are visible on the map? Thank You in advance.
