It's a vanilla/base game bug.
Delete the "settings.txt" file in:
C:\Users\yourpcname\Documents\Paradox Interactive\Stellaris
and restart the game
and make sure that you don't have custom empires in the list
you know that you can roll back stellaris to any previous version including 4.0.21?

you could even play 3.14 right now, since one of our Devs has uploaded that version to steam
when creating a new game, you can activate the STNH slow battles mode
right now you still need to scroll down when the Q menu opens up, but I'll change that in a bit, so the option is easier to see.
as you've noticed, this mod is compatible with 4.0.21.
but stellaris is on 4.0.22
so either wait until this mod is updated to 4.0.22 or you can roll back stellaris to 4.0.21
