The old and good solution to these problems is to clean up the folders
Documents\My Games\Tabletop Simulator\Mods\Images \ImagesRaw \Models \ModelsRaw
Then the game will re-download everything necessary when you restart the mod

That's a very strange bug you've caught. Have you tried to invite other players to your game, during which you can't see the card images, and see how their cards load.
