A standalone version of changes I made to my larger mod "Red Flood: Four Steps Back"

This mod simply replaces the laws and industrialization mechanics of the newer version of Red Flood of those from prior versions which were re-skinned from the vanilla game.

This mod also changes the diplomacy system to its vanilla state as well.
Changes include:
1.) Ability to freely justify war goals without changes in the options menu.
2.) Ability to freely gain production licenses without changes in the options menu.
3.) Freely distribute land lease.
4.) Freely send volunteers to other countries.
5.) Allows for free use of the old coup and party boosting mechanics without changes in the options menu.
6.) Freely release nations at will without having to use the events mechanic.

I have also set the Don Kuban Union and Yakutia to random focuses by default rather than having to change them every game.
