Report a translation problem
It does remove the penalty from NPC factions if they own at least one probe in the sector. The vanilla penalty code checks for probe ownership, so your probes will not remove their penalty and vice versa.

I didn't claim it only affects the player. A penalty is still a penalty if both parties can receive it. The problem is the lack of information about its existence, and the lack of feedback if and when it is applied to your ships. Players who enjoy the penalty can choose not to use the mod.
so what everyone calling a penalty is just 'normal'
