Expanded Inner Circle and No Mutually Exclusive Focuses

Description
Based on 自改部分国策互斥加修正/七武海去除互斥初步成功实验版（基于1.15.1原版）Inner Circle - 7 by WDHBHHM

Expands the inner circle to 7 slots, removes some mutually exclusive focuses.

Funny bald man should be able to go down both branches of his focus tree with a popup event.

Generals will now still be available even if the focus says that they will leave

MAY cause crashes when non-player AI is doing the focus tree.


I just added the english locales to fix the GUI compared to the original version.

Could you make a version that just adds one extra Inner Circle slot for a total of four without the mutual exclusivity removal?

seems to be an issue where autarky efforts focus doesnt apply the autarky idea

Working great so far! Thanks for the mod, hopefully soon the background of the Inner circle UI can be adjusted to look correct. For now I'll try my best to ignore it ^^'

@Kamerad The only change regarding the branch is to increase the chance the AI picking the do both options, I have not messed with anything else. I am guessing a base game update might have changed something else. I was using the pre 1.15.4 focus/event files and they still dont work when i tested with the other version of the mod.

The changes in 1.15.4 is mostly country/province related conditionals and should have no issue with the files that the mod is targetting. I am guessing they change a value somewhere else and I'm not sure where yet.

@Kamerad I was just testing it while updating the oster stuff and yeah it doesn't seem to work as I expected. I'm not sure if it worked in the past before the updates. I checked on the original mod page and it seems to have people reporting the same error.
