Adds a voicepack featuring Phillip Graves from Call of Duty MWII(2022) and MWIII(2023) (Character voiced by Warren Kole).

About 190 lines of dialogue, it should cover most actions done by the average XCOM unit.

Shouldn't have any incompatibilities
