The glowing is not applied properly here, the red channel of her emissive map is supposed to be read as a grayscale mask with a green/yellow selfillumtint (emissiveblendtint in this case ig). She doesn't really glow passively in the game either, I'm pretty sure it's only used during her ultimate.
