And another thing i noticed is that when you enable State/VP Renames and disable it, it gets renamed to Tsaritsyn

Cool mod, altho it would be cool if the state renamed too, right now it just stays as Tsaritsyn. Also maybe you should remove the options to rename the city once you took them because otherwise AI would take one of them over and over.

i might add this to my submod but instead of savinkovgrad it'd be savinkovsk as three comments mentioned
