Experimental fixes for the stats and experience reset bug.
The mutator is fully server-side so clients do not have to download it.

@Bob_Ross_Sauce. It's meant for server operators. It does earlier stat initialization for Epic clients to avoid the rare bug that causes their stats to be reset.
