Zotlan's Flagellant Rework

Description
Intro
The point of this rework is to make Flagellant even more focused towards party support and face tanking, he is still very much capable of going full aggro but it has a cost now.


If something is not mentioned, it's unchanged from the vanilla version

Base Stats:

Damage:

His Minimum Damage was reduced by 1 across all levels.

New scaling:
lvl 1: 2-6
lvl 2: 3-7
lvl 3: 3-8
lvl 4: 4-10
lvl 5: 4-11

Health:
His Health was increased to compensate for the constant Bleeding and to better face tank
new HP scaling:
25-30-35-40-45

Crit Effect:
His old Crit effect has been replaced by the following:
+50% Bleed Duration, +15% Healing Done

On Hitting DD:
Instead of Healing the entire Party, he will now buff everyone else with a +20% Healing Received Buff

On Death:
The Party-wide 10 Heal has been replaced with a Party-wide 10/1 regeneration

ACC lowered by 5 on all levels, so new scaling is 90-110, instead of 95-115

Honestly, the rework raises some doubts, as it strongly resembles the "Exanimate" character. Both characters share a similar theme of taking damage after using melee or ranged skills, with the only difference being that "Exanimate" takes a fixed amount of damage immediately, while the Flagellant suffers gradually. In the end, the essence remains almost identical. Personally, I get the impression that this rework turns the Flagellant into more of a secondary character who applies Bleed, rather than a true tank. Stacking Bleed becomes too easy, which, in turn, forces the team to have a healer who can treat Bleed or to stack a lot of resistances against it. This, frankly, isn't very convenient and doesn't give the impression that the Flagellant is truly a tank capable of withstanding damage in battle, as it was originally intended.

@Comrade Guin, I just checked it in game, its working correctly, try checking if you have any mods that would also change flagellant, and if not, unsub and resub to force update
