Psionics Tri-Expanded/Ethics & Civics Classic

Description
Overview
A compatibility patch to allow Ethics and Civics Classic 3.10 to work with Psionics Tri-Expanded.

Goes below both mods in load order.

This adds in new psionic civics for the for the new ethics and authority added in by ECC and re-configures the system in an attempt to keep multiple fanatic ethics from being wonky.

If you have two fanatic ethics then when you go through the usual process as outlined on the Psionics Tri Main page then a random psionic civic between the pool of both will be chosen to start.

I plan to add an edict to switch between the two at will, well with a cost and cool down.

re-configuring the system was a bit of an undertaking so its possible I got something wrong. If you wind up missing a civic or with the wrong civic please let me know!

If anyone is interested in the base mod, here is an updated version for 3.12 Psionics Tri-Expanded

Once I ensure that is developed and balanced decently, I will work on creating an addon for the extra ethics :LotusFlower:
