1) The party preference suggestion has some merit, though fascism doesn't always have a racial component to it (Integralism, and to a lesser extent Italian fascism (as opposed to nazism)), i will give it some more thought
2) Mod covers starting laws since day 1. I did write an update that should cover civil war nations, but ill get back to you on that.

PB will only take over rural buildings under specific circumstances, and I view such cases to be accurate to history.
