Compatible with 1.8.*. CAT slightly changes the citizenship laws for added consistency and realism.

This mod does three things

1) Acceptance from citizenship laws has been changed:
1a) Racial Segregation: [10/30/50/70/100] -> [20/40/60/80/100]
1b) Cultural Exclusion: [20/40/60/80/100] - > [40/60/80/90/100]
1c) Multiculturalism: [75/80/85/90/100] - > [60/80/90/95/100]
(This will fix the "Equality For All" USA JE and the "The Matter of Hungary" Austria JE in 1.8)

2) The Ottoman Empire now starts with Racial Segregation to reflect its historical pragmatic tolerance.

3) Only Pops with T4 or T5 acceptance (Second Class Citizens / Full Acceptance) are allowed to assimilate. (this avoids Virginia creating "Dixie Slaves")
VERIFY FILES IF YOU HAD THIS MOD DOWNLOADED BEFORE 1.8.6
- T5 pops also assimilates at a slower rate
