[LYN] Simplified Vehicle Crafting

Replaces the vehicle recipes from various mods to use vanilla resources like any other building, instead of requiring realistic vehicle parts.

Most of them will just use Steel, Components and Chemfuel, but some might use other resources.

- Most vehicles will use Steel (representing the chassis and armor), Components (representing the engine) and Chemfuel (representing oil which makes rubber which makes wheels)
- Aircraft will use some Silver (representing light metals to help with flight)
- More advanced vehicles might use other materials (like the Wintermute/Snowcrawler requires a bit of Plasteel; and the Udar/SPG requires a Reinforced Barrel)

Currently affects vehicles from:
- Vanilla Vehicles Expanded
- Vanilla Vehicles Expanded - Tier 3
- Snow Crawler
