I want to chime in with a push to reconsider flammability. Cheap and flimsy it may be. But this is made from Steel, is it not? (I'm imagining those flimsy fences that are just vertical corrugated steel panels that are supported by steel posts and tied together with steel wire.)
It makes sense that Wood Walls and Fences are flammable. Making Scrap walls have low flammability gives players a reason to build them aside from just being quick and cheap.
