I might be able to exclude countries that you can't justify on, but given that Battle Royale's logic on choosing a country for a naval war is convoluted and completely not human-readable (no idea how or why did the creator do that, although I think HoI4 modding support had way less capability back tthen), it sounds like I'll need to rewrite the whole thing from scratch
Although now that I've rethought some priorities in my life and don't overdose on hoi4 modding anymore, me actually rewriting the rest of the remaining original mod is a possibility
I know nothing about how any of this works, but I imagine you might need to code in the WST tag as an exception to the war declaration event.
But I do recommend testing a faulty mod without anything else enabled next time
