Efficiency Over Cost Doctrine

Description
DISCLAIMER
Most of the critical electrical components and systems are locked and unchangeable by default so that a server host can avoid wire locking and allow rewiring without submarine issues. There are, however, a few electrical systems unlocked that can be modified and added upon.

IN-GAME DESCRIPTION
The Orca Experimental Model 2 is the second modified varient of the Orca line of vessels under the "Efficiency over Cost" doctrine of design. After the surprising success of the Orca Experimental Model 1, the previous design team was recommissioned to enhance the Orca MKII hull. Many of the features popular in the Orca E1 are seen in it's Tier 2 cousin but with the same staggering cost increase to match.
