As for the body parts, the idea was that combining a knife with a head, for example, could allow you to craft a mask to fool the zombies. Maybe each body part gives only a small piece of skin, and you’d need several pieces to complete the mask, sorta like the bear ghillie in Deer Isle in a sense. That way, it's still feasible and worthwhile if a player wants to make the disguise, but it isn't so easy that it takes the fun out of the game. And if if it still needs more balance, maybe the player would need to walk slowly to keep the Zeds from aggroing, or the more pieces you have, the better the disguise works? Hell, it'd totally make sense to add a decaying feature or risk of disease to the disguise since it is dead skin at the end of the day. I'm not entirely sure if this aligns with what you envisioned for your mod, but I just wanted to toss it out there.
As far as body parts into clothing, can you elaborate more on it?
