Submod for Millennium Dawn: Modern Day

Simple change only updating one file. Gives the AI a bunch of bonuses and buffs when playing on harder difficulties. Also removed debuffs on players on harder difficulties.

I've always felt that the AI in MD:MD does better when they have PP to spend so boosting their PP factor seems to improve AI economies. There are definitely fewer AI financial collapses. Additional bonus are to make them harder to play against as well as increase AI naval output to make naval battles in MD:MD not so lopsided and easy. Changes are made only on that difficulty. Works best with Ebby Tweaks MD

I also give both the player and AI 1 air volunteer minimum.
