The OP was playing in easy mode and only that bit of highway gets stuck, in no despawning, hard mode the city gridlocks because of trams and cars never make it to the highways
The highway behavior was what I was most interested in fixing, so I was hoping you had a vanilla fix for that. I don't normally run TMPE if I can help it.
Why they worked better without TMPE, I'm not quite sure actually. Maybe there because the cars already saved their route when I saved the city with TMPE on, and if turned of it would gradually go back to the old AI when new cars start their journey. But that's just guessing on my part, I don't actually know.
Another thing I did was set TMPE to stop regular traffic using the bus lanes. But sadly that also required changing the arrows so the regular lanes serve all the directions. It should help the flow of your buses better, this way.
