Thanks for the feedback, the latest version of the map got rid of most of these "dead" tiles. A download mirror for manual installations is also now provided in the description.
As for the single coal spawn that you mentioned: Civ V doesn't seem to be very fond of desert maps and the amount of resources available tends to be scarce. Playing with Legendary Start or Abundant settings for resource spawns might be preferable for this map.

You have to select Additional Maps → and scroll down until you find a map named "Mojave Wasteland". If it's still not showing up, try the method mentioned below of moving the .civ5map file directly into the Maps folder (Documents\My Games\Sid Meier's Civilization 5\Maps)
It's very unlikely to be a compatibility issue. Try downloading the mod using the Steam Workshop Downloader and then installing it manually. Civ V has always been really janky when it comes to updating its list with mods subscribed through Steam, but it's not a problem for manual installations.
