Manpower to Industry

Descripción
In this mode you can use Manpower to expand your nations industrial capabilities. For each state you own you get three options in the decisions menu: Manpower to Civ, Manpower to Mil or Manpower to Infrastructure.
This is to balance the game out for small nations and give a way to industrilize within the game rules. The decisions are gone once you get 50 total factories or if you become a major power.
Suggestions about balancing the numbers are welcome.

@snaiper195 I've actually had similar ideas before, freeing the game from the focus trees by maybe a foreign policy mechanic similar to vic3

@emredogruel My mod will be made up from 10 other mods (a few more will be added if I will get permissions) and some of my stuff to make it all work together. The main point of the mod will be to make HOI4 fun without focus trees thus making the game free of linearity.
