Penal Battalion Decision

A simple decision mod that allows you to be able to use penal battalions into your division template. This is normally a Soviet Union focus decision, but I really enjoy the concept of having penal units and putting them to use. There was a mod that enabled this but it disappeared from the workshop, presumably deleted by the owner for unknown reasons. Localisation support for English, Portuguese, French, German, Polish, Russian, and Spanish.

Every nation should be able to use this decision but the AI has this turned off by default so only the player(s) should have this decision available. The example picture shown is 1936 Republic of China with one unit of a penal battalion.
