FeedBackGaming Late-game Tension Suggestion

Description
Implements FeedBackGaming's suggestion that countries that create a lot of world tension (e.g. the German Reich) should also have that tension erased on defeat.

For simplicity's sake, this mod removes a scaling amount of world tension for each country that is capitulated, lost, and taken into a peace conference. This works on all those defeated, not just aggressors like the German Reich which produce a lot of tension.

There is currently an issue with white peace offers unintentionally causing tension removal.

The amount removed is equal to all that is caused by the loser. If the loser has also lost before, the tension created before their earlier loss(es) is not counted.

Not ironman-compatible.
Should be compatible with most other mods.

I love this mod but for some reason, after some wars world tension just breaks and won't go above 0.
