Since there usually so little zombie in those building it's pretty rare for them to RNG their way in there. I remember testing it and having a hard time finding one even when an debug mode teleporting around. But I eventually found a doctor in one and if there's a doctor, there should have a chance for them to spawn there as there no doctor in any other zone definition.
So yeah they should spawn there very rarely.
This makes me wonder, are PZ hazmat zombies immune to fire? If not, that could be a really cool option to put in. Would need to somehow check zombie inventories for hazmat suits and somehow give them a fire resistance buff. If not already also zombies wearing firefighter gear.
Lastly to add to the conversation I've seen a single hazmat zombie in a playthough but it was likely due to authentic Z or some other mod. The wiki says they can rarely be found at a specific shack that is meant to be a drug lab, but who knows.
