TNO Russia Multiplayer

A mod which adds decisions to remove all non-Russian nations in TNO, along with miscellaneous decisions relating to multiplayer balance. This should hopefully speed up your game.

This will break regional diplomacy paths and focuses which require a response from non-Russian nations. An update may come later to fix this, but for now you can use focus.nochecks to bypass broken focuses.

Make sure to comment if anything major gets broken.
