Also I can't find any c_camplung in SoW, only c_bucuresti (whose default name is also Tîrgoviște)
As far as I understand (but it's an assumption), Bucharest was removed entirely in SoW (just as it was also removed in vanilla CK3) and the same title IDs were instead reused for Tîrgoviște (and Solbozia barony and Ialomița county in vanilla CK3)
There are multiple other cases of this even in vanilla, where locations were removed but their IDs were reused for other completely different locations (which is very confusing sometimes). So, instead of relying on title ids, I always rely on their default name instead.
