OWB - Package From Navarro

Description
"Hope a storm from the Divide skins him alive."

Adds an event to trigger sometime after the NCR captures the Divide, where they send a packaged device recovered from Navarro to be studied by the community of the Divide.


Warning: It doesn't go well!

Probably not. I may update it at some point. The biggest change is the Divide states shifted, and there are now 3 instead of 2.

Well... this works but for some reason the Divide gets the Apostles focus tree... at least for me, idk about anyone else
