vichy france quick fix

Description
Paradox broke not only free france but also vichy france it seems, luckily, I fixed this one too! Thankfully they've fixed free france in the newest update but breaking both french focus trees making them unusable seems a bit silly, doesn't it Paradox?

Currently works through bypassing the petain leader requirement in the first focus, changing it to require that vichy simply be fascist. As petain is the default fascist leader for vichy, this shouldn't cause any problems.

hmm.... I'm still getting this bug even on the current patch- I'll check if the mod still helps.

Hmm. The advisors disappearing is probably due to a problem with the new character system. I'm really not too familiar with it, so I don't know how I would fix it.
