Changes the leader of Germany to the ultimate girl boss, Monika from DDLC.

Has different variants for fascist, monarchy, democratic, communist, and a general.

Also adds the DDLC soundtrack.

I know a few mods did this before, but they are all outdated and I wanted to learn how the new character system works along with how adding music works.
