Realistic Carrier Overstacking (DEPRECATED)

Description
**I WILL NO LONGER BE UPDATING THIS MOD**

This mod attempts to provide some historical realism to air space in naval combat. This mod edits the carrier overstack penalty effect from 20% to 10%. Theoretically, this means that each carrier involved in a battle over 4 carriers adds a 10% penalty to sorties. However, there are several dozen variables in naval combat that can alter this value. Either way, this should make it significantly less harsh to have more than four carriers in a battle.

**Historical Reasoning:
The game's reasoning behind a 4 carrier limit is due to a quote by Marc Mitscher. However, I believe he was more so referring to task groups instead of actual task forces. Possibly this was a misquote of what he said. He commanded a Fast Carrier Task force, essentially a strike force, and it was comprised of several task groups involving 4 carriers and support vessels. In actual naval combat, several of these groups could be deployed at the same time and still be effective. This means there were lots more carriers in naval battles than the traditional four, though the traditional four might be the most effective.

***DISCLAMER:
Consider this mod to be in Alpha right now. I am still determining if this works as intended, I would highly appreciate feedback from subscribers to just let me know if it works for them or not. The mod is a simple one line of code. I do not believe there is anything wrong with the code, but there are several dozen naval modifiers affecting sorties in game. This makes it hard to see accurately if the mod is working as intended. Which is why I feel putting it on the workshop and getting feedback would be useful.

Thank you!

Great mod. Made a similar mod for personal use some years back, with no apparent side effects aside from making battleships even more useless.

In the quote, seems Mitscher is talking about how many carriers can practically be stuffed inside an escort envelop. He is working from three observations: (1) The number of needed to screen a given area of ocean surface is fairly fixed; (2) The supply of escorts is limited; and (3) Aircraft carriers need free air volume for operations. So you want to stuff the most carriers possible into an escort envelope to maximize the utility of finite and valuable resources, which is two to four carriers. If HoI4 modeled strike groups in any meaningful way in combat, this would be relevant; but it doesn't, so it isn’t. The USN and IJN all brought as many carriers as they could, three dozen to the Battle of Leyte, so they clearly didn’t think that more carriers over a target was a bad thing.
