OWB Old World Blues - WBH/HEA New Interactions With ROT

Description
This simple mod allows Heaven's Gate and the Washington Brotherhood to interact with the new Rot Purgers tag in the same ways they can interact with The Old Country.

Heaven's Gate can now use its unlockable Conversion Decisions to convert ROT to their faith.

The Washington Brotherhood's Sinister Patriots focus has been replaced by the An Invitation Eastward focus. Completing this focus unlocks a pair of decisions allowing you to request either TOC or ROT to become your puppet after they're done their squable.
These decisions can be taken only after TOC or ROT have their respective unique cosmetic tag.
