Adds a new aggressive and unconventional playstyle

Being a nomadic country rewards having minimal state buildings - this provides a population growth boost (requires balancing), which provides tax in the form of offsite factories.

Becoming nomadic is available to all countries, in the form of a decision (near the bottom of the decisions list). This grants access to a slightly modified version of the generic focus tree with a new nomadic branch.
The proportion of taxes available in the form of civs and mils can be designated by clicking on factory icon in the top bar.

Nomad decision is not coded to work for the AI (yet).

Untested with other mods, but should work fine with anything that doesn't change the generic focus tree.

Created for HOI4 Modding Den Jam 17 - "Making a country play like a Mongol horde".

Credits to Lennard for the Topbar Resources mod, which provided a foundation for my changes to the interface.
