[Incompatible] EK : Utility Fixes & Vanilla Balance patch

Description
This mod balances EK Utility according to vanilla and ITA balance, fixes exploits and AI

Biggest changes:
- removing bulk crates from wrecks, stores and autofill
- removing Incendium Fuel Rods because they unbalanced the ITA mod
- making Rebreathers use non-refillable Oxygen Cells instead of batteries
- nerfing the stats of some equipment
- fixing the Oxygen Cell exploit
- allowing AI to use Metallic Foam Sprayers
- see below

Notice: the console will display annoying errors unless you load this mod above EK Utilities, but it won't affect the game.

Non-craftable and non-tradeable:
– Incendium Fuel Rod due to balance in ITA
(the only better way would be to make a mod that converts the Incendium rod into "ITA format" but such a mod would depend on ITA)
– Bulk resource crates
(now they don't spawn anywhere and can't be bought or sold, they can only be fabricated and used)

Buffed:
– Bulk resource crates can now hold 20 resource but can't be placed in storage containers or in player inventories.
They stack x3 (60 resources in a full 3x stack) because in vanilla 96 resources fit in 1 storage container but most
crews use adjacent slots next to storage containers to "label" them.

Nerfed:
– Utility Mk-I Hardsuits
Now called just Utillity Hardsuits were balanced to be repairs-oriented (bad in combat, great radiation/burn protection) AND they received buffs to mechanical and electrical skills – each of two variants has a different buff (EK copied the skill buffs from me and I'm happy about it).
The Mk-Ib Utility Hardsuit is a submarine maintenance-oriented suit for mechanics and electricians alike. While being suitable for exploration and salvaging, it it does not have high protection from attacks. It, however, provides sufficient protection from radiation and fire. Mk-Ie and Mk-Im are sidegrades, not upgrades – first from the overused Standard-Issue Diving Suit and then models Mk-Ib, Mk-Ic and Mk-Id. The pressure protection is on par with the Combat Suit family. Unskilled electricians and mechanics are recommended to wear a Hardsuit(TM) for additional protection while performing maintenance, as an alternative to a safety harness. Plus, in case of a hull breach, you will be much safer.
– Rebreather
(uses non-refillable Oxygen Cells to have 0.5h to a full hour of breathing time.)
– Ion Pulse Cutter
(stopped being the ultimate Mudraptor killing machine but remained a dangerous cutting tool)
– Laser Bore
(also nerfed because it's a laser powered by flashlight batteries (smh))
– Oxygen Cells
(made more expensive to fabricate and can only be used in an Advanced Rebreather)

Removed from wrecks:
– Reinforced Oxygen Tanks
(because they used to give lots of free titanium but I think they were nerfed. Let me know if you want them to spawn in wrecks again.)

Bug fixes:
– AI can use the Metallic Foam Sprayer (probably without any issues)
– EK updated his diving suit and jet scooter after my mod, so those AI fixes aren't relevant anymore
– Reinforced tanks used to be... unusable for many months but EK recently fixed it
– Oxygen Cells don't give you infinite welding fuel or plasma cutter fuel (they can be only used with an Advanced Rebreather)

If using Hazardous Reactors, load this patch below HR if you want to use Incendium fuel rods.

Preferably, load this mod above EK Utilities.

Hey all,
I know this is the nerf patch, (love it, by the way) but the main mod doesn't have comments enabled. Does anyone know what the engineering headset does?

@Demopan that mod hasn't been updated since last December and doesn't have containers for medicine, new items, FPGA circuits, etc.

New changes by popular demand. Increased backpack slots but medic uniforms can't be placed in inventories. Bulk resource crates stack even more.

Do you want me to convert the resource crates into prettier Storage Containers that only accept one type of resource according to the texture?

Bruh, what can I do about it without breaking vanilla balance? You'll have to use the mod called Backpacks.
