Made for the Modding Den Modding Jam, based in the world of the Hunger Games, where anti-Capitol sentiments are rising to a head. Will the rebels succeed in overthrowing Panem, or will they fall to the Capitol loyalists?

How are you even supposed to play as the Capitol? All the districts just change sides instantly without a fight. The only way you can garrison the districts is with their starting divisions, and when the war starts they just all switch sides lmao.
