What if Napoleon had never risen to power?

In Legacy of 1790, an alternate Europe stands on the brink of its first great war since the French Revolution. Prussia, whilst unable to unify all of Germany due to the lack of a threat to unify against, has presided over 70 years of Pax Prussia on the continent. France, where the revolutionary wars lasted them until 1853, saw a short-lived revival of the monarchy and then a short-lived republic, before a collectivist revolution swept them back into prominence in Europe. Now they are engaged with Prussia in an arms race, to determine who will reign supreme over Europe. Meanwhile England looks on, uncertain of the role they must play in determining the fate of not just Europe, but the world. And the wider world is also not standing idly by. Japan, America and China all find themselves in crisis and must determine what must be done for their way of life to survive.

Legacy of 1790 is an alternate scenario to the base game, changing the positions, focus trees and politics of many countries. Changes include different focus trees for 7 countries, unique decisions and event chains for many others, and minor alterations to many other systems in the game. You should not require DLC to play this mod, although without it many portraits will be displayed as the foreboding ‘shadow-man,’ and the odd national spirit will not work.

It’s important to note: this is not a counterfactual in the spirit of larger and more developed mods, like Kaiserreich. Rather, think of this as a basically ahistorical scenario in which you can experience Hoi4 in a different way. If you’re someone deeply incensed by unlikely historical scenarios, I’d endeavour to give this a go as, for all we know, you might enjoy it, but this is not a well thought through alt-history. It’s just a project I worked on over lockdown that others might enjoy.

This is a major step-up from my previous mod, the Improved Generic Focus Tree. I had one main rule: do not include any new art, as I am terrible at editing or creating GFX. I failed in that mission, making necessary alterations to flags and engaging in a rather decadent process of creating Russian advisers. However they are small and as such quality difference is hopefully not massively noticeable. Due to the scale of the mod, there will likely be bugs and screw-ups. If you find any, or are unsure of anything, or have suggestions (so long as they aren’t “this could never happen historically,” as I explain above), please let me know in the relevant comment sections of the mod’s steam workshop page.

Finally, the loading music is, I believe, called Expectations by Herold Lavrentievich Kittler. I did not write nor perform it, I had nothing to do with it other than including it in my mod. If it’s under copyright and I’m misusing it, let me know and I’ll amend it immediately. Search the term; ‘Old Russian Waltz; Expectation’ on Youtube to find the one I used.

The only other music used was Johann Strauss II’s Kaiser-Walzer. It should be public domain, however if not also let me know.
