That’s it, essentially. As seen on the picture, the mod is already “switched on” and makes enlarged subtitles at 1920×1080 resolution, compared to original size. One shouldn’t set subs font too large because there are some very long text passages in Black Mesa to display as one subtitle and the displaying routine is restricted to a limited screen space.

For anyone saying it doesn't work, you have to move the file that's downloaded when you subscribe for it to be active. See devs first comment I pasted it here:
Copy the file ...\steamapps\workshop\content\362890\2309516750\definitely_larger_subs.vpk to ...\common\Black Mesa\bms\custom\ (create folder if it doesn’t exist).
