This mod does four things
1. It reverse the check for the doors for the little bird allowing the little bird to have keys assigned even with the doors closed once the bug is fixed for the CarDoorState for the little bird this will be removed
2. It Allows keys to be assigned directly to helis so the heli's with out doors can get keys
3. It prevents the engine from being started if the heli is locked
4. It prevents the lock and unlock from inside helis

Known issues, Heli's without doors can't be Raided will look at fixing that at a later date
