the switch is so you can turn of the Repair Bay itself (after u install it), there is a good bit of 'static use' on them so turning them off allows the solar to charge Much faster
it will need to be set up when u put in the bay and console (dont need to switch console)
And there is one more Question: Till now i never used that much Solar Power, because of some Problems. How high the energy Solar input on my planet should be for this Solar Base?
