Report a translation problem
Same version as current was used. Play a campaign then unlocked it.
But if you do own them all, the only other solution I know is the Patch 4.3 method.
Try as follows:
Change these settings for AOE2 (2013) by right clicking on it in your library
properties -> betas -> beta participation, change "none" to "patch43 - Patch 4.3"
properties -> DLC, untick all the DLCs
Run game and play a campaign map. Close game and undo the above changes. Run the game again and play a campaign map.

Worked like a charm! I noticed when I removed the "Rise of The Rajas" DLC, the game changes the version from 0.4.3 to 0.4.4.
All you need to do if you don't own the game yourself is do steps 1-5 exactly as the guide says on the account that actually owns the game, then swap over to the account you want the achievement on for step 6 and pop it. Then you can go back to the owning account for steps 7-10 if you'd like.
