Stacy "The Kat" Carter made her WWF debut in 1999 as Miss Kitty, an assistant to Debra. She served as a manager to Jeff Jarrett before he left for WCW, then moved on to manage Chyna for a short time.

At Armageddon 1999, she won the WWF Women's Championship in an Evening Gown Match before stripping in front of the crowd. She defended the title in a Chocolate Pudding Match before later losing the belt to Hervina (Harvey Wippleman in drag) in a Lumberjill Snowbunny Match in January 2000.
