south america redone part 1

This is part 1 of a series of mods were i would try to make south america a more interesting place to play in.
This mods would bring historical and gameplay changes to the region.
This part focuses on Colombia, Ecuador and Peru.
It adds:
new states
new events
new desicions
a custom peace deal

main wars on the mod:
El Bogotazo:
there was a civil war on Colombia during the 1948, because hoi 4 is quite slow, i recomend you to use the command "event Peru.5" if you want to tigger the civil war instanly.

Peruvian Ecuatorian war:
the other war is the war that Peru and Ecudor fougth during 1941, if you see Ecuador is bigger on this mod, this is because that was the size of Ecuador before the war, they lose the state of Pataza after the war with Peru.

Notes:
The mod is quite slow so if you are inpacient i recomend you to use cheat commands to make things faster (the command to trigger the Colombian civil war is Peru.5)

please feel free to write any inacurasis and bugs on the comments below, i will try to fix most of them when part 2 comes out.

On part 2 i will fix errors and give new states to all south american nations.
