Adds an independent Confederate States.

Includes custom flags, leaders, victory points, unit models, and namelists for the Confederacy, as well as the possibility to balkanize the United States.

Current releasables include:
Alaska, the "Free States of America" (Rust Belt area), California, Cascadia, the Midwest, the Rockies, the Deep South (Black Belt Republic), New England, New York, Nevada, the Southwest (Arizona/New Mexico), the Republic of the Rio Grande (in Mexico), Texas, and Utah/Deseret.

Some formables and decisions available for both the CSA and some of the American statelets.

Tried to make it as non-intrusive as possible codewise.

Plan to do a focus tree whenever I find the time and motivation. In the meanwhile, you can use this to see if you can beat the industrially superior U.S. and break them up.
