Cavalry Reworked

Description
Set cavalry speed to IRL horse trotting speed (11km/h) this is obviously a bit overpowered cause now motorized is pointless.

Also set normal artillery speed to match it at (11km/h) which may sound insane but makes sense in a RP aspect that horse towed cavalry would be a thing and could match speeds.

tbh horse towed artilerry should be slower so lowering it to like 8 or 6 km/h would make sense
