Updated to patch 1.14

I also added midget and cruiser submarine tech to the 1940 submarine tech for all nations - AI won't use them, but you can.(They are both specialized ~1938 subs, that is a little better than 36 but worse than 40)

This mod will allow you to place saddle tanks on all submarine front and rear sections and some mid sections. It will increase range with 1000km and decrease speed by 10%. Costs 25IC+5% of the ship cost and is unlocked with sub tech II (1936). Costs 700 IC to dismantle(so don't, paradox value)

Compatability: Changes three files: MTG_naval.txt, ship_hull_submarine.txt and 00_ship_modules.txt. Compatible with any mod that leaves these files alone.
