Scarce Tiered Ship Tools

This is a modification of Tiered Ship Tools https://steamcommunity.com/sharedfiles/filedetails/?id=776706275 that is designed to work with Scarce Resources https://steamcommunity.com/sharedfiles/filedetails/?id=831739660.

(Note: You do not need to run Scarce Resources to run this mod. Scarce resources is just the reason I made it)

Since Scarce Resources start with no uranium, silver, gold or platinum on planet, I modified the Tiered Ship Tools T1 to required no Octocore and to have the same material requirements as a T0 drill. This should allow for less drills to be used on dedicated servers, resulting in better performance.

For T2 tools, they do require an Octocore, but I modified the Octocore list to not require uranium, just silver and gold, so a trip to asteroids and moon will get those.

T3 and T4 tools remain the same with the Octocore/Xenucore requirements.

We liked the Tiered Tools mod, but with Scarce Resources running you could not build them till you made it to Mars, which put them out of reach for too long.
